U.S. Approves Visas for Iran’s Leaders to Attend UN General Assembly
Washington will allow Iran’s core delegation to attend the United Nations General Assembly in New York despite the ongoing conflict between the two countries.
The United States has approved visas for Iran’s core delegation to attend next week’s United Nations General Assembly high-level meetings in New York. Iranian President Masoud Pezeshkian and Foreign Minister Abbas Araghchi are expected to be among those allowed to travel, while the delegation will face restrictions on movement and purchases.
The United States is allowing senior Iranian officials to travel to New York for the United Nations General Assembly, despite the continuing conflict between Washington and Tehran.
The State Department said on September 17 that Iran’s “core delegation” would be permitted to attend the high-level UN meetings, alongside essential staff. U.S. officials said the delegation includes President Masoud Pezeshkian and Foreign Minister Abbas Araghchi.
The decision comes at a particularly sensitive moment, with the United States and Iran still involved in a prolonged conflict while diplomatic efforts continue intermittently.
Why Washington Is Allowing the Delegation to Attend
The United States is the host country for the United Nations headquarters in New York and has longstanding obligations concerning access for foreign delegations attending UN meetings.
The State Department said the decision was consistent with those host-country obligations. At the same time, Washington maintains that it can restrict or deny visas in certain circumstances involving security, terrorism and foreign-policy concerns.
The approval therefore does not represent a broad easing of U.S. restrictions on Iran. It specifically concerns attendance at the UN General Assembly.
Iranian Officials Will Face Restrictions
Although the visas have been approved, Iranian delegates will not have unrestricted movement around New York.
The State Department said the delegation would remain subject to travel restrictions and prohibitions on purchasing luxury and certain other goods. The delegation will also be smaller than Iran’s delegation last year.
Similar restrictions have been imposed on Iranian diplomats attending previous UN meetings, limiting their movements largely to areas connected with the UN mission, the Iranian ambassador’s residence and John F. Kennedy International Airport.
Pezeshkian Expected at the General Assembly
President Masoud Pezeshkian is expected to lead Iran’s delegation. Foreign Minister Abbas Araghchi is also expected to attend, according to U.S. officials and people familiar with the delegation.
Pezeshkian’s appearance would give Iran an opportunity to present its position directly to representatives of governments from around the world during one of the most closely watched diplomatic gatherings of the year.
The 81st UN General Assembly high-level week begins in New York next week, with leaders expected to address major international issues including the conflict involving Iran, the war in Ukraine, tensions involving Israel and the Palestinians, climate change and artificial intelligence.
The Decision Comes Amid a Continuing War
The visa decision comes more than six months into the conflict between the United States and Iran, making the presence of senior Iranian officials in New York particularly significant.
Washington and Tehran have also maintained intermittent diplomatic contacts aimed at ending the conflict, although Reuters reported that the two sides remained far apart on major issues.
The UN gathering will therefore take place against a backdrop of military confrontation, diplomatic negotiations and continuing regional tensions.

The different decisions have drawn attention because both cases involve senior officials seeking to participate in the same international meeting, although Washington has cited different policy considerations in the two cases.

Iran’s delegation is expected to travel to New York for the high-level UN meetings, where Pezeshkian and other officials will have the opportunity to address the international community.
The visit does not by itself signal an agreement between Washington and Tehran. The two governments remain divided over the conflict and several major diplomatic issues.
